Governor of Delaware
John Dickinson was Governor of Delaware in 1785 when he wrote this:
"How vain are laws without manners. These cannot be expected unless the "STRICTEST ATTENTION IS PAID TO THE EDUCATION OF YOUTH AND THE INCULCATION OF TRUE LOVE AND FEAR OF THE SUPREME BEING." (Purpose of Public Education)
It is our earnest wish that you would be pleased strongly to recommend the establishment of schools, of attendance at places of public worship, provision for ministers of the Gospel, (why Yale and Harvard were established) and the "OBSERVATION OF THE SABBATH". (do not confuse this with Seventh Day Adventist, who didn't come along until in the 1800's)
The conclusion of the matter is this. Public Schools were to be LOCAL. Locally funded and controlled LOCALLY by a LOCALLY elected School Board. DEBT to posterity for School purposes was "FOREIGN" to their thinking. DEBT PASSED TO POSTERITY FOR ANY REASON WAS "FORBIDDEN".
